BBC News - FBI plans social network map alert mash-up application

BBC:

The FBI is seeking to develop an early-warning system based on material “scraped” from social networks.

It says the application should provide information about possible domestic and global threats superimposed onto maps “using mash-up technology”.

Privacy campaigners say they are concerned that the move could have implications for free speech.

I’m always confused when privacy campaigners say they are concerned about companies and governments scraping their publicly available data… Isn’t it like saying “I stood in the rain, and I got wet. Now I’m upset I got wet, I don’t feel as though I deserved to get wet.” - it just doesn’t make sense to me. Perhaps I’m missing the point here?
